Call for evaluators Common Spaces
Trans Europe Halles is looking for an external evaluator to help us assess the impact of the Common Spaces project. We need your expertise to measure the Common Spaces project's progress in supporting grassroots cultural centres across Europe.

Project background
Common Spaces (2025–2028) is a four-year initiative co-funded by the Creative Europe programme of the European Union, implemented by Trans Europe Halles (TEH). It builds on the insights gained from the earlier The Network Project (2022–2024). The Common Spaces project addresses the emerging challenges and needs of grassroots arts and culture centres across Europe, focusing on promoting social, environmental, and spatial justice through sustainable, creative and resilient cultural spaces.
The project aims to support the 170+ TEH member organisations by fostering cooperation, knowledge exchange, and peer learning.
Evaluation goals and objectives
The evaluation results will help TEH develop advocacy and policy recommendations, as well as measure the impact of project activities.
TEH seeks to engage an external evaluator to develop and implement a comprehensive evaluation framework that will assess the effectiveness, outcomes and impact of the Common Spaces project. This will ensure that the project’s activities are monitored, evaluated, and aligned with the overarching program objectives set by the Creative Europe programme framework.

- your personal CV or, if applying as an organisation/company, the company’s presentation/portfolio & evaluator’s CV, along with
- a half-page proposal outlining the methodology you plan to apply, in accordance with the provided Terms of Reference (ToR), and answer these 3 questions:
- What experience do you have in evaluating grassroots cultural projects (or similar initiatives)?
- Can you share examples of your work using participatory evaluation methods, such as focus groups, workshops or other collaborative approaches with diverse stakeholders?
- How familiar are you with the Creative Europe framework and its requirements for project evaluation? How have you applied this knowledge in past evaluations?
